Traffic Light at Sessions St. and Clinton St.

The last two times while in Defiance, i noticed the traffic light at Clinton and Sessions is only a blinking light.
This is a very dangerous situation for those turning north onto Clinton st, from Sessions.
Does anyone know the reasoning behind this?
Something should be done here to fix an unsafe situation.
You cant see to the right while tryingto turn left onto Clinton.
The sign posted, says you can turn left on a green signal, but no other info is posted as to why this is a blinking light.
Whats up?
