Rescue crews rescue motorist March 11, 2009

I was shocked at the picture on the front page showing the rescue of the car that drove into high water on Williams County Road A. The water is up to the level of the bridge. Looking at the picture and the amount of rescue vehicles in the background makes me wonder if the driver will be fined for time rescuing him/her and their passengers like they wanted to do for the Lake Erie ice fishermen! I don't know what things looked like on Lake Erie, but I would think this was a hazard anyone could see before trying to drive through! Were there "Dangerous" high-water flood signs up, was it dark, under what circumstances would someone try to get through water,and not just water, high water?
