OTTAWA Approval of an off-track betting parlor proposal on Putnam County ballots Tuesday could create 40-60 jobs, according to a local businessman who petitioned to place the issue before county voters. Al Warnimont is seeking support of his plan for Toledo Raceway Park to operate a horse-racing betting parlor in his tavern, the Hitching Post, which is located off Ohio 15, just north of Ottawa. As worded on the ballot, the betting-parlor proposal is limited to five years. Warnimont collected the majority of the signatures on a petition which leaves the betting-parlor decision up to voters.
