PAULDING Paulding Village Council passed legislation Monday to place a 1-mill, five-year levy for recreation expenses on the March 2 ballot while not giving up hope that an identical levy voted on earlier this month could still be approved by a narrow margin. Council also approved permanent appropriations legislation estimating 2004 expenditures at just over $4 million.
