A Defiance County grand jury decided Wednesday not to return criminal charges against the citys former administrator, Roger Reece. The grand jury was asked by special prosecutor Craig Roth of Williams County to consider charges of theft in office and unauthorized use of a city computer, both felonies. However, according to Roth, the grand jury returned no bills or no charges in either case.
