Safe to walk to school ?

Our neighborhood is close to Defiance Elementary. The children in our area are excited to walk or ride their bikes to school! Yesterday I was waiting at the Jefferson St. crossing. Most cars and trucks adhere to the posted 20 mph caution lights and signs. However while waiting for the kids to cross I observed numerous speeders and distracted drivers. Among them were parents who had picked up their own children. Two were seen texting and even another was a teacher who was obviously on a cell phone and speeding thru the intersection. Eight days and I have yet to see a concerned patrolman at this area ? Is this intentional or are things too busy at shift change ? Then again my High School age daughter and I have also observed the police "watching" their own phones while supposedly monitoring traffic at the High Scool in the mornings.
