Report: Initial AEP plan easier on Ohio small biz

COLUMBUS, Ohio (AP) -- A newspaper reports that an initial rate plan submitted to Ohio utility regulators by American Electric Power did not include increases to small businesses that have since been approved.

The Columbus Dispatch reports Sunday (http://bit.ly/xyBKyW) that an analysis shows the plan proposed a year ago would have increased rates for large manufactures and reduced them for many small businesses. The changes came after settlement talks with various companies and groups.

The Public Utilities Commission of Ohio that approved the plan has received at least 370 complaints about small business rates that took effect last month. A commission spokesman says a revision being discussed this week will address the issue.

An AEP spokeswoman says the company "made far more concessions" than others during negotiations that led to the approved plan.
